ASSESSMENT AND ROADMAP : Towards Adapting and Mitigating Land Subsidence in Central Java Province
Climate change and the coastal resilience crisis have increased the vulnerability of low-lying areas, particularly due to sea-level rise, changes in rainfall patterns, rapid urbanization, and excessive groundwater extraction. These conditions have triggered significant land subsidence in coastal cities, especially in Semarang, Demak, and Pekalongan, resulting in heightened risks of flooding, coastal abrasion, wetland degradation, and substantial socio-economic losses. Although various adaptation and mitigation efforts have been undertaken, their implementation remains insufficiently coordinated. This publication highlights the urgency of strengthening governance, enhancing coordination across levels of government, and adopting an integrated, transformative approach to simultaneously address land subsidence and the impacts of climate change. The adaptation and mitigation roadmap developed in Central Java is expected to serve as a strategic framework for sustainably enhancing coastal resilience.
