Regarding the many challenges by competing interests, a national park must be proven more worth than "only" being a haven for endangered species. Dicision-makers regularly question the need for conservations areas, even more so in a time of economic uncertainty and political decentralization. in order to facilitate a balanced base for rational decision-making, the various values of a national park have to be assessed, taking a utilitarian point of view.
Although ascribing economic values to the properties to the properties and services of nature very much depends on the underlying assumptions, such as prices for non-traded resources, hypothetical damage costs etc., there is some common understanding about the techniques that are accepted for these valuations. Good overviews are given by Pearce & Moran (1994) and by Barbier et al. (1997). Examples for valuations of conservation areas and forest in Indonesia are Reitenbeek (1992), NRM-EPIQ (1999), NRM-EPIQ & SHK (2000), Haase (2002).
